The thresholds matter: many jurisdictions now demand seasonal recovery efficiency above 70%, a bar only modern plate, rotary, and heat-pipe exchangers reliably clear. Manufacturers are racing to certify cores against harmonized test standards, and non-compliant units are rapidly exiting the specifications of major HVAC brands.
Beyond compliance, the rules are shifting buyer behavior. Facilities teams that once weighed recovery as a payback calculation now treat it as a permit-to-build requirement, simplifying the sales conversation for exchanger suppliers.
The ripple effects reach component supply. Demand for aluminum and polymer plate stock, along with sealed heat-pipe assemblies, is climbing, and lead times for certified cores have lengthened in some segments.
As similar performance standards appear in North America and parts of Asia, the EU's regulatory push is functioning as a global forcing function for thermal recovery adoption.
